They do different jobs. Google Analytics 4, or GA4, is the tool that stores and reports your website data: sessions, events, conversions, and so on. Google Tag Manager, or GTM, is the system that decides which tracking tags fire and when, without you editing site code every time. GTM feeds data into GA4 and your ad platforms. You generally want both, set up to work together cleanly.
Server-side tagging moves tracking from the visitor browser to a server you control. It matters because browser tracking is increasingly blocked by privacy features, ad blockers, and the phase-out of third-party cookies. Server-side gives you first-party, more durable data and better match quality for conversions on Meta and Google. If accurate conversion tracking affects real ad spend, it is worth doing.
